Gas pedal problems

1991 Mustang G.T. with 5spd. The problem is that the gas pedal requires way too much pressure in order to accelerate. It is difficult to get the car moving smoothly from a stop, especially with the manual transmission. Any ideas on how to correct the situation? Could the problem be in the throttle body as the accelerator cable seems to move OK when the engine is off. Thanks for your help!
